1130 S Hope Project Meeting with Developers – 11/16/20 & Planning & Land Use Committee of the DLANC – 11/17/20

Dear Residents,

On Monday, November 16, at 5:00 PM, Luma, Elleven, Evo and will hold a meeting with the developers that plan to construct a 144-room, 11-story hotel at 1130 S. Hope Street (located between Evo’s driveway and Luma). This meeting is an opportunity for all Residents who would like to learn more about the proposal to hear a presentation from the applicant, to ask questions, and to make comments about the proposal.

Following that meeting, the Planning and Land Use Committee of the Downtown Los Angeles Neighborhood Council will hold a re-hearing at the beginning of their agenda on Tuesday, November 17, 2020 at 6:30PM. The purpose of the meeting is for the Planning and Land Use Committee to determine whether they will recommend that the Neighborhood Council support the project, and under what conditions. The Neighborhood Council has no approval authority over the project. It can provide a support letter, an opposition letter, or no letter at all. The opinion of the Neighborhood Council goes into the file for the project, but the project must still be presented to officials of the City of Los Angeles for a full review. The Neighborhood Council is merely advisory to the process.

The proposed hotel would have 144 guest rooms, 378 square feet of ground floor retail, and 56 on-site parking spaces. The structure would be 61,310 square feet and include some common areas and a conference room on the lobby level, and a roof top deck with seating. Under the zoning for the site, hotels are a permissible use. Under the zoning, the square footage of the building would be limited to 46,974 square feet. The applicant is requesting a transfer of development rights to add an additional 14,336 square feet. These transfers are permitted for buildings in downtown Los Angeles, pursuant to a complex set of regulations and required public benefit payments.
